Instructions

  1. Place peeled, diced Yukon Gold potatoes into a medium saucepan, cover with cold water by 1 inch, and add 1 tablespoon of salt.
  2. Bring the saucepan to a boil over high heat, then reduce heat to medium and cook for 10 to 12 minutes until the potatoes are fork-tender.
  3. Drain the cooked potatoes thoroughly in a colander and return them to the warm saucepan.
  4. Add 3 tablespoons unsalted butter, 1/3 cup warm whole milk, garlic powder, kosher salt, and black pepper to the warm potatoes.
  5. Mash with a potato masher until completely smooth, fluffy, and free of lumps, then set aside covered to keep warm.
  6. While potatoes boil, preheat your oven broiler to HIGH setting with the rack placed 6 inches below the broiler element.
  7. Heat a 12-inch cast-iron skillet over medium-high heat and add the 1.25 lbs lean ground beef, diced yellow onion, and diced carrots.
  8. Cook for 6 to 7 minutes, breaking up the ground beef into small crumbles with a wooden spoon, until the beef is fully browned and no pink remains.
  9. Drain any excess grease from the skillet if necessary, leaving about 1 tablespoon of rendered fat.
  10. Stir in the minced garlic and 2 tablespoons tomato paste, cooking for 1 minute until fragrant and the paste turns a deep dark red brick color.
  11. Sprinkle 2 tablespoons of all-purpose flour over the meat mixture and stir constantly for 1 minute to coat the meat and cook out the raw flour taste.
  12. Pour in 1 cup low-sodium beef broth, Worcestershire sauce, dried thyme, kosher salt, and black pepper, stirring well to scrape up browned bits from the skillet bottom.
  13. Simmer the beef gravy over medium heat for 3 minutes until thickened and glossy, then stir in 1 cup of frozen sweet peas.
  14. Turn off the stovetop heat and smooth the beef filling into an even layer in the 12-inch cast-iron skillet.
  15. Spoon the warm mashed potatoes over the beef filling in large dollops, spreading gently with the back of a spoon to seal the edges completely.
  16. Use the tines of a fork to create textured ridges across the top surface of the mashed potatoes for maximum crisping.
  17. Transfer the skillet under the preheated broiler for 3 to 4 minutes until the peaks of the mashed potatoes turn deep golden brown and crispy at the edges.
  18. Remove carefully using heavy oven mitts, sprinkle with minced fresh chives and fresh thyme, and serve hot directly from the skillet.

Chef's Tips

  1. Start Potatoes in Cold Water: Always place raw cubed potatoes in cold water before boiling. Starting in boiling water causes the outsides to cook too quickly and turn mushy before the centers become tender.
  2. Seal the Skillet Edges: When spreading mashed potatoes over the beef gravy, extend the potatoes all the way to the skillet edges. This prevents the gravy from bubbling over the top and keeps the crust intact.
  3. Make-Ahead Friendly: Prepare the beef filling and mashed potatoes ahead of time. Assemble the skillet, cover tightly, and refrigerate for up to 2 days. Reheat covered at 375°F for 25 minutes, then uncover and broil for 3 minutes until golden.
